Add a simple loopback server. #79

Notes:

I wrote this in go because I it was simpler to create a minimal docker container.
It might be simpler to just use the mail debug option
Add a docker debugging doc.
TODO: wire it up.

Hm, I'm not sure I see the use for this - I think it's related to the mail server thing, but I'm having trouble connecting the dots.

I was going to create another top-level service in the docker-compose file for loopback. However, I think it might be sufficient to just use the MAIL_DEBUG environment variable. let me play around with that.
