Cannot create ERR with CVR alone #42

Organization Name: The Turnout

Organization Type: 1 (CTR)

Document (e.g., CastVoteRecords): UML Model

Reference (Include section and paragraph number): Election Class

Comment (Include rationale for comment): One of the advantages of the NIST CVR containing data about Contests and Candidates and not just codes is to support reporting directly from a set of CVRs. However, because the CVRs are missing several properties that ERR requires this is not strictly possible.

Suggested Change: Consider adding ERR required fields such as Election::StartDate, Election::EndDate, Election::Type

Organization Type: 1 = Federal, 2 = Industry, 3 = Academia, 4 = Self, 5 = Other

This would be against ERR vNext as CVR should inherit the backported changes from ERR. See usnistgov/ElectionResultsReporting#62.
