Add orchestrator helper C++ headers for easier orchestrator usage in C++

Ich habe mal noch ein leeres doxygen setup erstellt, vielleicht kommt ja mal jemand dazu das zu dokumentieren. Das doxygen wird dann auch in sphinx eingebunden (hier: https://github.com/uulm-mrm/ros2_def/blob/orchestrator_helper/docs/user_docs/cpp_helpers.rst?plain=1) wo man auch noch mehr docs hinzufügen kann.

Hab die C++-Klassen noch dokumentiert. Wäre aus meiner Sicht dann bereit zum mergen.
