Documentation description

Create the wiki.

The wiki should hold all our documentation e.g. architecure designs, style guides, workflows and should serve us as knowledge base for the whole development process.

Also add our evaluation aspects which our found here. They should be in a format which lets us add additional information like an issue where we accomplished an aspect.

For style guides/workflows visit documentation#2. If everybody approved to a thread we can add it to our wiki. The entries should be referencable from the README files in other repos e.g. we want to reference the development setup from the smart-sensing-library and the sensing-plugin.
