Created skeleton class file in new VideoStream app directory.

This pull request is attempting to resolve issue #14.

Some notes about thoughts I had during writing this file:

• I'm uncertain what the functionality of this class is supposed to be, especially relative to the existing video-based classes (VideoDisplay, PiCam). Because of that I haven't included many class methods or imports, but I've left some placeholder comments there.
• I haven't created routes.py or handlers.py in accordance with the instructions re: the http server being deprecated.
• I've used lowercase/underscore file naming conventions, but that seems to go against the camel case conventions found in existing app folders. Is there a preference for the team?

This is also looking good to me. I know the class is pretty 'empty' right now but like Avery said, this issue is mostly just to practice the contribution process. As far as I am concerned this branch is ready to merge, so you can go ahead and merge it whenever you want.
