Create super admin in admin user management #652

Implementation description

Allow admin to create super admin in user management
Added super admin modal
Added tab in user invites modal for super admins
Fixed create employee flow to also include admin

Steps to test

Go to admin user management
Check you can create an admin
Try to create an admin account
Check you can successfully create admin account
