Service folder multiplication

Observed on rc61, Mac M3

Issue:

• app started fine
• agent started fine
• agent never made a bet
• there were two service folders present in .operate/services
• I prepended some text to the first one and the folder was immediately deleted
• that file was immediately deleted
• agent started transacting
• after about two rounds of transactions, agent stopped transacting
• second folder had been created

• App starts with hash1
• App runs Trader-hash1 process
• App exits
• (Trader-hash1 process is not closed)
• App starts again with hash2
• App starts process of upgrading hash1 to hash2
• App cannot remove hash1 folder completely because Trader-hash1 process is using some file in the corresponding folder
