Cypress github actions doesn't properly read in environment variables

Describe the bug Need to figure out how to pass in both existing and empty AWS secrets to Cypress without the command/test failing

I believe this was fixed by #420 - the tests were skipped as expected on the PR originating from another fork, and e2e tests are green post merge.

Please reopen if I've overlooked something!
