Improve the responsive design of DCL #416

There are a number of UI components that are not very responsive on DCL, especially with the introduction of new cell types UI and a visualization modal. For example, on smaller screen sizes than my laptop, the training tab pushes the page beyond the horizontal width and the header does not fill space properly. The training modal is also essentially unusable at a sufficiently small screen size. Better responsive design for these components should be integrated, along with testing on a variety of devices and screen sizes.

This could always be improved but significant improvements are made in #436.
