Bump default actions to latest version. #426

Bump action versions to keep CI current, c.f. https://github.com/vanvalenlab/deepcell-tf/pull/653

The end-to-end test failures remain and are unrelated. The updates to the requirements files for the backend tests (which had been ignored) don't seem to negatively affect the testing, so in this goes.
