vsw verify #48

implement 'vsw verify' command for any user

for M2 deployment, the system must be also tested for deployment on sovrin buildernet and stagingnet, in addition to local pool. for M2, only requiring the default behavior without any options - the default behavior is validating the software credential is present and valid (no semantic level checking).

The base behavior test worked. I'm closing this issue. Remaining problems are tracked elsewhere already.
