Support vsw repo restart #74

vsw server may restart due to ci/cd or due to bugs. this feature is to make sure that vsw client operations are in consistent states (either failed with no effect, or succeeded with correct results, but not in a conflicting partial states). The server's database must remain correct after the restart.

If any repo containers fail, we need a auto restart mechanism.
