Creates a mapping between Parliamentmembers AND/OR Parties on Promises.

The business case being:

Promises are worthless unless you can track down who made them. @Jarngreipr

@AriHrannar was this through the Web-app or Postman? Should have worked fine with Postman, and I've updated the PR https://github.com/veritus/veritus-web/pull/23
