Client Registration: Skip registration when payment details are incorrect won't allow you to go back and modify #171

skip registration when payment details are incorrect won't allow you to go back and modify to reproduce:

  1. reg as client
  2. on payment registration enter bogus card info (1111222233334444 / 123 / january 1st 2015)
  3. save card info > should fail
  4. select skip registration > should bring to service categories
  5. select "You still haven't finished your registration"
  6. redirects to survey but not credit card registration even though card info is still incorrect

this occurred with user r1@email.com / password

I fixed the ordering so if they click that it goes to credit card stuff before the survey
