switch.production entity does not toggle correct - it swiches off then it returns to original state[BUG]

To turn off production I assumed if i toggle the switch.production switch it would turn off the production , but it does not, at least i did not make it happen. please provide me with the correct way to make this work - as we now have to pay for over production i am trying to find a way to turn of my production if i generate too much energy
