Pin Rubocop to 0.50.0 #95

0.50.0 was the last rubocop version to support 2.0.x as a target ruby version.

Yeah, they've already moved on to 0.52.0 and historically don't tend to go back and do patch level releases on older minor releases.

Updated to the pessimistic matcher, just in case.
