Fix Fish Welfare rating with no selected fish bug #531

The game freezes when you try to use the rating screen while no fish has been selected. Fix suggestion: only have screen active (as NPC dialogue box) when a fish is selected.

Also fix bug where reselecting the same fish makes gill button not light up with previous selection.
