Description

Document new API methods for tokenization & language data from 2.0.0.

What changes have you made?

Document API namespace additions that were published in the 2.0.0 release.
Hotfix for GitHub issue template configuration in the workflow for a new GitHub issue.
Hotfix for loading services when the language extension lacks a ./textmate-configuration.json.

What tests have you completed?
