Adust layout and style to match current site #1

The layout is defined in _layouts/default.html.

The style is defined in assets/css/style.scss

The current site should be available at http://rendimentobasico.pt

After commit 221969e5e, the basic layout structure from the current site has been reasonably replicated.

Furthermore, the sidebars have been completed with the styling fix of the mailing list subscription box (9595ed24a), the implementation of a sticky navigation menu (ce4f0e41d) and addition of the petition button (0cf2207d0), so I suppose this issue can be closed.
