Make a fountain creation guide #176

1) Must include screenshots 2) Must provide information for OSM and Wikidata (maybe 2 different guides)

What is the justification for this? I would have recommended OSM because the data in OSM is used in more applications. One advantage of Wikidata is that changes are pushed through faster and the change history is easy to see.

Guide should also include a button to re-process fountain data so that added fountain becomes available immediately.

Ok, so I will recommend OSM unless they have a photo of the fountain to upload.
