Scroll to selection when clicking on an annotation #28

Currently, if I click on an annotation, it expands the replies (which is good UX), but it doesn't scroll the document down to see the selection (which is not good UX). I've gotten feedback that it should do both.

(Note that when I say "click on", I really mean "activate"... there needs to be a keyboard-accessible way to focus on an annotation.)
