Create new source.webplatform.org in future production DreamCompute project #66

We are running with a version of Gerrit at source.webplatform.org that HAS to change location. Also, we do not have automated backups. That has to change. Anyway, we must move the VM to the new DreamCompute project in the new production environment.

[x] Backup source.webplatform.org:/srv/gitrepos, copied in DreamObjects wpd bucket
[x] Install new version of Gerrit or Phabricator
[x] Import git repos

Done while doing #71. Will use dhc-user@source.webplatform.org:~/git/foo.git for now.
