Finalizing what was hastily done in webplatform/ops#71

Dependencies

Parent task is webplatform/ops#86
Requirements
Use internal network ElasticSearch #84 cluster
? Setup behind Fastly
? Create git.webplatform.org dvcs hostname
Things to analyze
1. Figure out if really need to expose instance IP to work w/ source tools (Git, SVN, HG).
2. If we can put behind Fastly, we need to add some environmental variables referred to as "preamble"
3. Create empty project and make it private. Look at https://secure.phabricator.com/book/phabricator/article/diffusion_hosting/
