Links to GitHub should point to per-country repositories #143

Right now, the Spelunker links to GitHub point to the now-defunct whosonfirst-data repo, but they should link out to the whosonfirst-data-admin-* repos.

Since the record's parent repo is stored in the wof:repo property, the solution is probably as simple as indexing the Spelunker with the most recent WOF distributions (something tracked here).

The Spelunker was re-indexed, which fixed the GitHub links.
