[Feature] 请求添加LibreTranslate，也就是本地离线翻译的接口 #944

LibreTranslate属于本地离线运行的翻译，翻译接口为下面样子 Snipaste_2024-09-23_15-19-32 也就是url形式，一般为http://localhost:5008/或者http://127.0.0.1:5008/

与其他翻译接口功能相似
