Credit and debit card buttons missing for subscription products

Describe the bug

When a subscription product is setup and when PayPal Checkout is enabled on that site, the credit and debit card buttons do not appear on the product page. The same buttons appear fine when the product is simple/non-subscription.

To reproduce

• Setup a subscription product with WooCommerce Subscriptions.
• Setup PayPal Checkout and enable the smart buttons (credit and debit card in particular) for the product page. You must set the orientation to vertical and ensure that credit and debit card buttons are not hidden in Hidden methods. All of this must be done under Single Product Button Settings settings. (image below)
• Check product page.

Notes:

• I came across a very similar issue https://github.com/woocommerce/woocommerce-gateway-paypal-express-checkout/issues/785 but it seems to be for simple products. Eventually, that issue turned out to be a situation about vertical orientation and funding method being hidden.
• On this customer-facing report, 3265489-zen, they had One Page Checkout enabled on that product page. The buttons are missing when the product is a subscription, but appear fine when product is simple. So, One Page Checkout does not have an impact on this situation.
• I understand that reference transactions are required with PayPal Checkout, to be able to use with WooCommerce Subscriptions. But does that prevent the buttons from appearing?

Thanks for the detailed report. I understand why this is confusing, but it's actually done on purpose. For subscriptions to work correctly with PayPal we need to be able to create a billing agreement, which requires customers to log in to their PayPal account. The credit/debit card does not offer this option (it only asks for card details) and that's why it can't be used to make these purchases.

We should probably do a better job of documenting this, and so I'm adding the needs-docs label to this issue.
