Improve okteto.yml setup making all vars setable #1162

The file oktekto.yml (and oketeto-npm.yml) file in the orchestrator-ui repo is used to help configure the Okteto preview environments. They automatically set variables based on if the development backend or an okteto backend in the same namespace is used.

Some but not all vars are settable through the Okteto ui. This leads to some unclarity. I propose we make all variables settable through the okteto ui while providing defaults for all so when you don't set them they get automatically set.
