Use the correct build channel syntax for recipebook #221

Update Conda build image to ub-12.04-conda:1.1.

Update Travis VM to bionic.

Update Python to 3.8.

Remove reference to IRODS_IMAGE as we no longer use a special Docker image to build iRODS.

Good idea. Removed that too.
