Add htslib plugin build variants for iRODS 4.2.7 and 4.2.8 #254

Tested by installing the plugins without the irods-runtime being present (as if iRODS support were not being used) and then installing irods-runtime of a specific version to check that Conda updates the plugins build appropriately.
