Removed Partial and updated Layout
removed /app/views/partials/_ask_a_librarian_sidebar.html.erb removed line references the above partial in /app/views/layouts/application.html.erb
Requested change since we were using a different chat box that was loaded at the bottom of the page.
Manually confirmed that the sidebar was removed. Ran rspec tests everything still passed.
