Adding Retiree limiter to Databases app #61

Is your feature request related to a problem? Please describe. The library has changed the way retirees have access to library databases. In the past, the retirees had access to all of databases from off campus, but that's no longer possible due to licensing restrictions. However, EBSCO has agreed to allow retirees to have access to their databases.

Describe the solution you'd like There needs to be a way for folks using the databases app to see which databases are available to retirees from off campus. It should work like the alumni database limiter-- although it needs to work so that current WVU faculty, staff, and students can still access-- although I think that shouldn't be a problem-- we don't have alumni databases listed for current folks to access necessarily, but we can. We can talk more about this if we need to.

Describe alternatives you've considered I haven't thought of any, but I'm open to idea.
