CoreOS cloud-init, etcd and etcd2 depreciated

Fix this issue by upgrade the etcd configration in cloud-config template

Coverage remained the same at 45.111% when pulling 310c21e252fa695ecb4e8c3cb3789ccd510da178 on liulinC:master into 51f14944f7ea1d61ee74cc3e4591a35d0bc8adf0 on xenserver:master.
