1) add support for radiusd in nsh 2) update manual for radiusd and clean up any stray syntax 3) fix check-config syntax on ipsec command ( config-test -->) check-config

Folks Im pulling this request as I will use lessons learned from Stefans work on DHCPd in nsh to improve the radiusd pull request... Im closing this for now
