User role assignment #312

Currently, user authorization is based on Active Directory group membership.

Relevant roles are:

writer
editor
publisher
admin
translator
team manager
alert

How would this work with OIDC or SAML?

Staff are already in groups like this:

Group name	Drupal role
`web-admin`	Site Administrator
`web-trans`	Translator
`web-team`	Team Administrator
`web-alerts`	Author In-Page Alerts
`web-pub`	Publisher
`web-editor`	Editor
`web-writer`	Writer
