Issue#175 - [P-2] Department filter options appear different in D10 #450

Issue Addressed: https://github.com/ytgov/yukon-ca/issues/175

Steps:

  1. Update the file
  2. Run the drush cim -y command.
  3. Clear Drupal cache using drush cr.

Notes

This will also fix some issues encountered for Isssue #172, #173, #174.
