Create a table
Create a materialized view
Insert data into the table
Simulate a scenario in the cluster which can cause the materialize view refresh to time out such as a parallel gflag upgrade, cluster upgrade
Refresh the materialized view
```
cl_db=# refresh materialized view mv_p;
ERROR:  Timed out: Timed out waiting for Alter Table
```
Issue: Correct the error message to read "Timed out waiting for refresh of materialized view" instead of alter table.
