[YSQL] Simpify ybcSetupTargets function #25007

Description

The ybcSetupTargets function builds BMS of required attributes and also uses the YbDmlAppendTargetSystem / YbDmlAppendTargetRegular function directly. Its reasonable to use BMS only.
