[Platform][GCP][Universe] Allow to label GCP Universe resources #7456

Currently Platform supports adding user defined tags when creating a universe on AWS. This is not supported for GCP and Azure.

@skorobogatydmitry Does GCP allow instance tagging? Azure supports it and we are already adding it to Platform
