[Platform] Alerting Emails should be configurable by Universe #8491

When we are using platform as a single pane of glass to control multiple universes for a large variety of business units, these business units do not want notifications for issue that do not pertain to the universe they are responsible for. Alerting emails should be able to be set up by Universe so only the people which are responsible for that unit will be notified on issues.

Backend is done as part of other issues, need UI support this
