Update version of jupyterlab, install notebook 7 #55

Now that https://github.com/jupyterlab-contrib/jupyterlab-open-url-parameter/pull/11 has been merged, we can bring in JupyterLab 4.0. I also brought in notebook 7, but it doesn't work quite yet: https://github.com/jupyterlab-contrib/jupyterlab-open-url-parameter/issues/14
