On-the-fly: corner case fails

• ;; playground is commented out in overrides.el
• project.playground.el exists
• It is not picked up, in fact it throws an error IIRC.

Be careful when fixing this, similar combination (file exists/not, project was commented out/not, project was open on-the-fly/not) must keep working

• "foo" exists since emacs load time in overrides.el
• project.foo.el does not exist
• Initialization will fail
