rework pe/gitignore feature to be sync #206

Feature works occasionally badly, leaves PE buffer blank.

Also rename it to pe/honor-gitignore.

I think it's not even working lately. On startup I see Blocking call to accept-process-output with quit inhibited!! and I can see .elc files, etc.
