Drop Python <= 3.5, add Python 3.8 #28

No 3.9 because Travis CI doesn't have it. (I suppose when you fire all your technical staff after an acquisition, there are consequences.)

@mgedmin What do you think of using 3.9-dev? Could it be an alternative to wait for 3.9?

Sure, that'd work. I'm being obstinate for no good reason.
