ioQuake3 merge up to 1735 #78

Overall description of the new feature:
ioQuake3 engine merge is required due to lot of changes inside ioQuake3 which 
we may need.

State is critical because the game is not building on MinGW platform (cc 
instead of gcc is used).

Variables to control the new feature:
IOQ3_REVISION in Makefile
