Currently Electrum and Shiny (and maybe others) tools can't be repaired.
Using Metallurgy and ExtraTiC.
Edit: Platinum can be repaired, Shiny can't.

Actually, it's very strange to get compost and make fertilizer out of it when the source is metallurgy waste.
