Would it be possible to get a setting that respects vision so terrain layers that are within the fog of war aren't rendered for players?

Shader attribute fogParms is not implemented. Also pull the fog brush from the bsp to get the complete volume instead of relying on the fog surface.

In the web UI host listing the up state could also be updated by fog-client communication. This way we would have kind of a fallback in networks where port 445 is being blocked.
