I suspect there's a python mechanism to do this. The DriverStation error reporting mechanism could be used to do this.

Currently, calling `DriverStationSim.setEnabled` (for example) before `HAL.initialize` causes a JVM crash due to `NULL` access. I suggest throwing a descriptive exception instead.
