You should've used DirectX 12 because it's impossible to use SharpDX.Direct3D11 on Windows 7 SP1. Also DirectX 12 is much faster.

It seems web installer can't find from where it should download directx because directx_mar2009_redist.exe was removed from microsoft servers.
